They absolutely can, and mine do. I've had a Russian Blue male and a Chartreux female for three years now, and they get along better than any cat pair I've owned. The key is proper introductions and respecting that both breeds are territorial but not aggressive. My Russian Blue is more reserved and my Chartreux is more playful, so they balance each other out perfectly. Just make sure both are spayed or neutered to avoid dominance issues.
