Absolutely yes. I've had both Norwegian Forest Cats and dogs for years, and those high escape routes are exactly what makes it work. My male Forest Cat claimed the top of the bookshelf as his territory within hours, and the dogs never bothered him after that. Just make sure the routes are stable and accessible from multiple rooms, because cats need to feel they can retreat anywhere without being cornered. A tall cat tree near windows is also a game-changer.
