I’ve found the Catit Senses 2.0 Digger works well - the small silicone leaves let them use their paws to uncover kibble without being too big for a tiny cat. The mental challenge comes from learning the sequence of batting the leaves aside, not from complexity of the puzzle itself, which suits their size and curiosity.
