A heated cat window perch with a built-in warming pad is the best choice. I use one that clamps securely to the sill, so my Cornish Rex stays toasty while still having a clear view of the birds outside. Just make sure it’s rated for low wattage and has a soft, washable cover.

I have found that a self-warming fleece hammock attached to the window frame works perfectly. It traps body heat without electricity, and my Cornish Rex loves curling up there while watching birds through the glass. Just make sure the suction cups are strong enough for his weight.

The wool naturally insulates against the cold glass while staying breathable-critical for a breed that runs warm but hates drafts. Unlike fleece, wool won't flatten under their lightweight body, so they stay lofted off the sill. I use a heated cat bed that sits on a small wooden stool pulled up close to the window. The stool raises her off the sill entirely, so she’s not touching cold glass, and the bed’s low-wattage heating pad stays warm without making her overheat-Cornish Rexes have thin coats and can get chilly, but they don’t like being too hot either. The stool is narrow enough that she can still press her nose right against the window for bird-watching, and I just angle it so she has a clear view. Honestly, I’m not sure any perch is perfect for every cat, but this setup works for my girl because it gives her control over warmth without sacrificing her favorite entertainment.
